7. FUTURE COSTS OF FISH PROJECTS CONSIDERED

Despite some discomfort, the Northwest Power Planning Council Sept.
1 authorized its staff to draft a letter outlining what it considers an
acceptable range of fish and wildlife "direct program" costs
to be used by the Bonneville Power Administration in planning its rate
case.

The direct program is the primary source of regional funding for hatcheries,
habitat projects, research and monitoring and evaluation.
